everywhere I looked, it just says that "one day" Ann will show up at your door and announce she will upgrade your watering can for you... when and how do I trigger this?

IIRC, Ann visits your farm around Spring 11th of the first year announcing she's working on a tool & that it will take her 7 days to finish it.

You'll have to visit the Tool Shop on the 18th so that you can buy the sprinkler for 2,000g
