Seems like you need to befriend either Max or Herman then, in order to be allowed in at those hours.

It's quite easy to get Herman up to three FP if you've talked to him a lot and at every festival...also, I recently did this request and when I talked to Max in his room after six o' clock, it seemed to work..

Oh, I figured it out. I don't think it was Herman's FP. I was probably because I canceled the task to do something else and forgot.
