Wada Gets Stuck

When walking to the track, you will find a strange old man sitting on a rock in one of the ponds. He appears to be stuck on the rock and can't escape to the shore. You help the man off of the rock.
He explains that his name is Wada, and he claims he flew through the sky and mysteriously landed on the rock. Wada has no idea how to return home.
If you return to the race track on a later date, you will find Wada sitting alone. He has determined that there's no way for him to return to his home so he's going to stay in Zephyr Town. Wada isn't going to give up looking for a way home though.
Wada will stay in the horse track area all day long during the Spring, Summer, and Fall seasons. He isn't around during Winter or on any rainy day.
